Carta enviada por ACAPS a los quince miembros del Consejo de Seguridad de NNUU

Dear Sir/Madam,

The undersigned organizations express their concern of the events that have taken place in the last two days in the occupied territory of Western Sahara. Various delegations of social and political organizations that aimed to participate in the III Conference of the National Union of Sahrawian Women have been prevented from entering the Western Sahara by the Moroccan Authorities.

On the morning of the 18th of April 2014 a delegation of 12 people. ten women and two men,  were rejected from entering the airport of El Aioun by Moroccan Authorities, with no further explanation, three of the women belong to the political parties: Si Se Puede, PCPC,PSOE-PSC ,four other women belong to the Association of Friendship with the Sahrawain People of Tenerife, one of the  men is a photographer, the other man a journalist and the rest  of the group  belong to different social organizations
All these people and organizations aimed to participate in the above mentioned conference in order to share with Sahrawian Women their legitimate hopes for self-determination and to monitor the Human Rights situation, specifically Women´s Rights, in Western Sahara.

As civil and political organizations, we express our concern about the arbitrary rejection of entry of Spanish citizens to the Western Sahara that has prevented international delegations meeting with the Sahrawian civil society and to receive testimonies of violations of Human and Women´s Rights.

Moreover, we are especially alarmed by the continuous and grave human rights violations by the Moroccan Authorities that have been denounced by various UN bodies, most recently bye Special Rapporteur on torture on his Mission to Morocco (A/HRC/22/53/Add.2) and by several international human rights organizations, including Human Rights Watch , Amnesty International , the RFK Center for Justice and Human Rights . These rights need to be monitored by independent international organizations.

According to the settlement plan, the referendum in Western Sahara should have taken place in January 1992. However, it was not possible to proceed in conformity with the original timetable. The original mandate of the MINURSO was to verify the ceasefire and cessation of hostilities and to identify potential voters. Eight year later when the UN published the MINURSO census, Morocco did not accept it. Every year the UN Security Council have renewed the MINURSO mandate, however, MINURSO is the only existing UN peacekeeping operation without a Human Rights component.

Different European institutions (including the European Parliament) and national legislative bodies around the world have denounced the systematic violations of Human Rights and have demanded that MINURSO monitor the Human Rights situation in Western Sahara and Tindouf Refugee Camps.

Next Thursday, the country that you represent at the Security Council will have an historical opportunity to expand the mandate of the UN Mission for the Referendum in Western Sahara (MINURSO) while extending its mandate. We ask you to fulfil the mandate of the Security Council responsibilities to maintain international peace and security in accordance with the principles and purposes of the United Nations and to vote favourably to expand the mandate of its peacekeeping force in Western Sahara to include sustained human rights monitoring.
